Justice & Federal Grants

Justice Department Awards Baton Rouge Parish $63.5 Million for Public Safety Plan

The three-year Model Cities grant is intended to support staffing, technology, forensic capacity and services addressing mental health, substance use and recidivism.

A selected jurisdiction receives funding

The Justice Department announced a $63,532,285 Model Cities Initiative award to East Baton Rouge Parish. The parish was selected from nearly fifty applicants. The grant follows an earlier selection announcement and is a new funding action; today's report does not present the entire program as newly created.

The planned uses

DOJ says funding may support sworn and civilian personnel, prosecution and enforcement work, data and analytical technology, equipment, forensic capacity and services related to mental health, substance use and recidivism. Final implementation will depend on the approved plan, grant conditions, procurement and local administration rather than the broad categories alone.

A multi-jurisdiction initiative

Jacksonville, Jackson and St. Louis were also selected for federal investments under the initiative. DOJ describes nearly $300 million in total Model Cities resources. The November 5 announcement provides a specific Baton Rouge amount but does not list final award totals for every other jurisdiction in the same release.

Claims and measurement

The department cites long-running local violence indicators in explaining the selection. A grant award does not itself demonstrate a reduction in crime. Baseline definitions, reporting consistency, community conditions and transparent outcome measures will be necessary to evaluate whether funded activities change shootings, victimization, case processing or recidivism.

Oversight after the award

Federal grant records, local budgets, contracts and performance reports should show how money is obligated and spent. Hiring and technology purchases also need sustained operating plans after the three-year period. The award creates an opportunity for implementation; the results should be judged through documented outputs and outcomes rather than the size of the announcement.
