Two Investigations Follow Minnesota Avenue Homicide and Police Shooting
Police describe a homicide, an arrest and an officer's use of force while independent review remains unfinished.
The official chronology
The Metropolitan Police Department says officers responded at about 5 a.m. October 29 to a reported shooting at a bus stop in the 4100 block of Minnesota Avenue NE. A wounded man was taken to a hospital and died. At about 5:19 a.m., officers answered a second call in the 3900 block, where MPD says a man with a firearm fired toward a bystander and an officer then fired a service weapon. The second man was hospitalized with serious injuries.
Identification and charges
MPD identified the person killed as 27-year-old Yeferson Moreno-Gimenez of Temple Hills, Maryland. The department identified the injured suspect as 47-year-old William Louis Chase Jr. of Northwest Washington and said he was arrested on charges including first-degree murder, felony assault on police and emergency personnel, and assault with a dangerous weapon. Charges are allegations. Guilt must be established in court, and the public release is the police department's initial account rather than a judicial finding.
Separate review of force
The homicide investigation and the review of the officer's gunfire are related but distinct. MPD's Internal Affairs Bureau Force Investigations Team is handling the officer-involved shooting, while the U.S. Attorney's Office is expected to conduct an independent review of the evidence. MPD says the involved officers were placed on administrative leave under department policy. Administrative leave is a procedural status, not a disciplinary conclusion. Investigators will have to reconcile physical evidence, witness accounts and recorded material.
Public evidence and legal timing
District law governs the later release of body-worn camera footage in police shootings. Video can clarify parts of an encounter but may not capture every angle, statement or preceding event. Any released footage should be evaluated with timestamps and other evidence, not treated as a complete case by itself. Court filings will provide the formal statement of charges and future hearing dates. This article will not infer motive or repeat unverified descriptions of either man beyond the official record.
What residents can rely on
MPD asked anyone with information to contact police at 202-727-9099 or text 50411 and listed case number 26155305. The department's October 30 release is the primary source for the current chronology, but it may be amended as the investigations proceed. Readers should distinguish an arrest from a conviction and an agency account from an independent adjudication. Later charging documents, court rulings and the force review should be dated separately rather than folded into the first-day narrative.
Primary evidence
Reporting note: This independently composed article is based on the linked primary records. Publication and event dates are stated separately. Agency claims are identified as such; an allegation, charge or scheduled event is not presented as a finding, conviction or completed event. Readers should consult the official record for amendments and later action.
